The Institutional Strengthening Agreement (ISA)
The Institutional Strengthening Agreement (ISA) was signed in September 2015 after the completion of the 4th Program Partnership Agreement (PPA4) in the same year. The signing of the agreement for ISA manifested the continued commitment of donor communities to support the development for Bangsamoro and the peace process as a whole. The signing manifested the continuing commitment of the donor communities through the Mindanao Trust Fund (MTF) to support development projects in Bangsamoro communities. The MTF, a multi-donor fund facility administered by the World Bank was launched in 2006 with the aim to assist socio-economic development in conflict-affected areas in Mindanao. The agreement came after the completion of the 4th Program Partnership Agreement (PPA4) for the Mindanao Trust Fund-Reconstruction and Development Program (MTFRDP) that reached 127, 031 beneficiaries thru 140 subprojects implemented in 65 barangays of 21 municipalities across the regions of the BDA such as the Central Mindanao, Southern Mindanao, Ranaw, Davao, Zamboanga-Peninsula and Zamboanga-Basilan.
Implemented with the Community and Family Services International (CFSI) and Mindanao Land Foundation (MinLand) as Trust Fund Recipients (TFR), the ISA covered three components: (a) BDA Institutionalization; (b) Bangsamoro Development Plan (BDP) Roadshow, Planning and Validation of Priority Projects and; (c) People’s Organizations (POs) Strengthening.
The component on BDA Institutionalization focused on the support of the agency on institutional development. BDA as the development agency of the Moro Islamic Liberation Front (MILF) was in the process of institutionalization to set up systems and office policies especially in the areas of administrative and of the financial management. The support on BDA Institutionalization was an opportunity for the BDA to initially employ staff according to its proposed structure for institutionalization. It also supported the conduct of various trainings and other activities such as coaching, mentoring and meetings that were all geared towards the quest of the BDA for institutional development.
People’s Organization (PO) Strengthening
PO Strengthening is one component of the Institutional Strengthening Agreement (ISA) signed in August 2015. It aims to provide strengthening and capacity building activities to selected POs to develop them into local enterprises. Thirty (30) People’s Organizations (POs) out of those that were organized since the inception of the MTFRDP in 2006 were selected and have undergone various capacity building activities that strengthened their skills on leadership, sub-project management and operation; brought them into field exposures to identified projects that were successful which they may replicate in their respective communities.
BDP Planning and Roadshow
In 2014, the Bangsamoro Development Plan (BDP) was formulated and was officially turned over to the Moro Islamic Liberation Front (MILF). The conduct of BDP roadshows allowed BDA to communicate key information of Plan that aimed for its popularization, promote awareness; generate support and ownership of its stakeholders where various forms of information, education, and communication (IEC) materials are produced and developed. Field validations were also undertaken to assess priority needs of the people in the Bangsamoro, and continuously engaged with key development partners to obtain their vital support towards BDP’s implementation.
