BDA, CD-CAAM in Tawi-Tawi conduct community profiling and technical survey

After the successful signing of the Memorandum of Agreement (MOA) between the Bangsamoro Development Agency (BDA) and municipal local government unit (MLGU) of Panglima Sugala in Tawi-Tawi, a community profiling was conducted on September 8, 2015.

This was then followed by an orientation on technical survey on September 11 at the agency’s provincial management office in Tawi-Tawi.

Orientation for technical survey was facilitated by staff from BDA Central Management Office (CMO) and two Regional Management Offices (RMOs) of Ranaw and Central Mindanao where the project were piloted.

Sittie Benazir A. Ulama, CD-CAAM Information and Communication Officer (ICLO) presented the general information in conducting the survey highlighting its rationale and purpose with sample methods and items for surveying based from the lessons learned from the pilot phase.

Accordingly, the technical survey is part of the social preparation 1 in parallel to the community profiling.

It is conducted to select most viable development projects to improve for the three project sectors on agriculture, fisheries and livestock.

Engr. Abdulwahid Sendad, project’s regional coordinator for Central Mindanao discussed about the basic guidelines and general instructions in conducting technical survey.

“Technical survey team must be objective, specific and time conscious during interview with proper explanation of the rationale of the survey. And always remember that we must not raise any expectations to the communities,” Engr. Sendad stated.

The regional project operation officers for three (3) sectors from the said two regions presented technical survey questionnaires and discussed significant questions during the conduct of the survey.

They brief the project staff in Tawi-tawi on the formulation of the technical survey plan which is the basic output of the project including selection criteria in support for the general condition of barangay through barangay scoring.

Upon orientation, the actual technical survey was conducted from Sept. 12-16.

CD-CAAM Tawi-Tawi staff was guided by the CMO and RMO staff from Central Mindanao and Ranaw throughout the conduct of community profiling and technical survey.

Partners from ICNet Limited also joined the activity.

Accordingly, there are already identified sites but still subject for the approval by the Technical Working Group (TWG) of the project.

Also significant output of the activity is the pilot project implementation plan (PPIP) for the selected barangays.

The Island Province of Tawi-Tawi is the added province for the CD-CAAM project on its extension phase. The province is considered for the project given its rich natural and marine resources.

After completing the preparatory phase, municipality of Panglima Sugala was among the 3 municipalities that were shortlisted. And after thorough field validation, the municipality was selected and fitted to be feasible for the three (3) livelihood sector of CD-CAAM project.

CD-CAAM project started on March 2012 and extends up to July 2016. It is implemented by BDA with the ICNet as the service provider and funded by JICA.
