BDA revitalizes staff performance appraisal

As part of the capacity building of the Bangsamoro Development Agency (BDA) on administrative management, the Administrative Division of the agency administered a Performance Appraisal System (PAS) that is aimed on checking the performance of the staff from both the Central Management Office (CMO) and Regional Management Offices (RMOs) from April 17, 2014 to April 29, 2014 at the six (6) Regions of BDA.

The staff performance assessment was led by the BDA Administrative Head, Ms. Julie Maliga.

The BDA Administrative Team went first to Davao Region on April 14, 2014, Southern Mindanao Region on April 17, 2014, Zamboanga-Basilan Region on April 19, Zamboanga Peninsula Region on April 20. They will be in Ranaw Region on April 25 and in Central Mindanao on April 28. There shall also be for Central Management Office of BDA which is expectedly held on April 29.

It is a one (1) day activity that includes orientation of the system and its use and purpose to the Regional staff. Staffs are provided with the PAS form where they are asked of information that is related to their performance with their respective jobs.

“There are sets of questions in the form that are relevant in letting the staff rate himself based on his performance that is according to the activities he conducted the whole year. The staff would evaluate both the quality and quantity of his or her performance,” Ms. Maliga said.

Through the PAS, staff is also given the chance to rate his peer. There is also a set of questions that is intended to assess one’s colleague at work. This includes the behavioural performance of the staff.

Accordingly, behavioural performance is part of the PAS because it is also one significant factor in promoting good working relationship in the office.

“Good working relationship leads the way towards better output and that is among our aim as reflected in the core values of BDA, the one on excellence,” Ms. Maliga stated.

Further, performance appraisal of staff is conducted for opportunities on promotion and enhancement of staff.

Regional staff already participated in the activity showed positive feedback of the PAS. According to them, the process of PAS enables them to get to know their inner self better especially on the part of behavioural assessment. They get to understand better their jobs.

One staff shared that only now that he learned other roles that he should be doing.

“I was surprised to know that aside from my tasks of monitoring and evaluation, taking charge of data, I should be doing research also and I do not know it before,” he related.

The system on performance appraisal of BDA is being conducted under the Mindanao Trust Fund for Reconstruction and Development Program (MTF-RDP). It gets its full implementation during the 4th Program Partnership Agreement (PPA4). It is now being undertaken for the Year 2 implementation of the program.
