BDA signs MOA with MLGU Sultan Mastura for CD-CAAM extension phase

A Memorandum of Agreement (MOA) for the extension phase of Community Development in Conflict Affected Areas in Mindanao (CD-CAAM) Project was signed on July 28, 2015 between Bangsamoro Development Agency (BDA) and the local government unit (LGU) of Sultan Mastura in Maguindanao province.

The MOA was signed by Sultan Mastura Mayor Hon. Datu Rauf Mastura, CPA, and BDA CenMin Regional Manager Hashim B. Manticayan.

Julhani Tumbas, Jr., the municipal mayor was also present during the signing.

This activity showed the confirmation of mutually agreed expression of full commitment and support of the BDA and the LGU of Sultan Mastura Municipality as stipulated in the MOA for the implementation of CD-CAAM Extension Phase.

During the program, Engr. Abdulwahid Sendad, CD-CAAM regional coordinator presented the selected sites for the project.

These are Brgy. Buliok for agriculture sector, Brgy. Kirkir for livestock sector; and for fishery sector are Brgy. Balut (fish pond) and Brgy. Tapayan (fish cage).

Accordingly, the four barangays were selected based on the two main focuses such as development needs and potential needs where transparency, inclusiveness, justice and excellence were considered in the selection.

“We also consulted the concerned officials of the municipalities before, during and after the selection process for appropriate guidance. And these officials will remain to be consulted along with the implementation of our project”. Engr. Sendad added.

Mayor Mastura expressed his message of commitment of support for the project in order to implement successfully.

“Let us be more united by helping one another in order to implement the projects and, also let us pray to Allah that these will be successful,” he said.

Rachelle Angela Yu, resident project supervisor emphasized said that the strong partnership with the LGU is identified as one of the six (6) pillars of CD-CAAM.

“It is an essential ingredient to ensure the success of community development projects in a municipality”, she added.

“Though this renewal commitment we can now continue what we have started to support the implementation of the income generating projects under the CD-CAAM,” she further said.

Reg’l Manager Manticayan said, “the projects that we are implementing are not ordinary projects for their success represents our image on readiness and capacity as show window of the Bangsamoro Governance”.

“Thus we should be more responsible and united to implement successfully the project”, RM Manticayan added.

Further, RM Manticayan stressed, “we should exert extra efforts and do all we can so the project will be successful and in return we will gain the maximum benefits”.

Engr. Esmail Guiamel, planning, monitoring and evaluation officer of the project, representing BDA-CMO also expressed his commitment of full support for the success of the project.

CD-CAAM extension phase kicked off in May 2015 with focus on livestock component and still with agriculture and fishery sectors.

CD-CAAM is supported by Japan International Cooperation Agency (JICA) and in partnership with ICNet Limited.
