INTRODUCTION_BDP Integrative Report

This chapter details the vision of the Bangsamoro Development Plan (BDP) and includes messages from MILF Central Committee Chairman Al-Haj Murad Ebrahim and Dr. Saffrullah M. Dipatuan, Chairman of the Bangsamoro Development Agency (BDA).

CHAPTER-1_BDP Integrative Report (Introduction) presents the background, objective, and outline of the plan.

CHAPTER-2_BDP Integrative Report (History and Analysis of Conflict in the Bangsamoro) provides a brief historical narrative of the Bangsamoro struggle and peace process as the context of the BDP.

CHAPTER-3_BDP Integrative Report (Plan Methodology and the Bangsamoro Development Framework) explains the methodology employed in the formulation of the BDP and its limitations; and presents the philosophy behind the BDP.

CHAPTER-4_BDP Integrative Report (Current Situation, Development Gaps, and Opportunities in the Bangsamoro) assesses the current situation in the Bangsamoro area, including the regional development challenges and opportunities involbed in breaking the cycle of conflict, poverty, and underdevelopment

CHAPTER-5_BDP Integrative Report (Clamor from the Ground) presents the results of Community Visioning Exercises (CVEs) conducted by the BDA to determine the needs, aspirations, and sources of dissatisfaction in selected Bangsamoro communities. It also links to the current situational assessment in the Bangsamoro as an attempt to validate the findings.

CHAPTER-6_BDP Integrative Report (Strategy and Recommendations) articulates a strategy to achieve the vision of the BDP and provides short-term recommendations and indicative directions for the medium term to realize the vision of the Bangsamoro.

CHAPTER-7_BDP Integrative Report (Economy and Livelihood) further break down the strategy into sectoral targets and recommendations for the six thematic areas of the Bangsamoro Development Framework (BDF).

CHAPTER-14_BDP Integrative Report (Challenges and Mitigating Measures) identifies possible implementation challenges that will be encountered and proposes mitigating measures to address these risks.

CHAPTER-15_BDP Integrative Report (Results-based Monitoring and Evaluation Framework) outlines a Results-based Monitoring and Evaluation System to track the progress and implementation and lessons learned.
