Local partners in MTF-RDP project sites share understanding and experiences of CDD process

In a recent conduct of 2nd Internal Assessment (IA) for the Mindanao Trust Fund Reconstruction and Development Program (MTF-RDP) MTF-RDP Project Partnership 4 (PPA4), local partners such as Municipal Technical Team (MTT) representing the local government units and the People’s Organizations in Program Partnership Agreement 4 (PPA4) project sites shares understanding and experience of CDD process.
The assessment conducted on March 9-20, 2014 is undertaken in a bid to evaluate the quality of Community Development Driven (CDD) implementation process and to track progress in the achievement of program objectives and expected outcomes.
Staff of BDA Central Management Office together with Project Technical Team (PTT) namely Mindanao Land Foundation (MinLand) and Community and Family Services International (CFSI) facilitated the assessment in 19 selected barangays across the six regions namely Ranaw, Zamboanga Peninsula, Zamboanga & Basilan, Central Mindanao, Southern Mindanao, and Davao.
Interviews and focus group discussions were employed to gather data. Staffs of the BDA Regional Management Offices were also respondents to the said activity.
During the assessment, respondents who are members of the MTT, POs and RMO staff shares their actual experiences of the implementation of the program using the CDD process. They share the activities conducted during the process and the learning and insights they gained from such.
The undertaking provides a venue to draw out recommendations on how to improve the project implementation and discover success stories from the respondents.
CDD is a process where community members partake in planning, identification, implementation and management of projects which support the economic empowerment of the community. Target communities will receive three cycles of sub-projects.
Under CDD process, the POs are provided with capability-building trainings like values transformation, financial management, sub-project management, and monitoring and evaluation.
MTF-RDP, under the World Bank administered multi-donor fund, was launched on March 27, 2006 with the aim to assist economic and social recovery in the conflict-affected and vulnerable areas of Mindanao.
It is supported by Australian Aid for International Development (AusAID), New Zealand Aid for International Development (NZAID), Canadian International Development Agency (CIDA), Swedish International Development Cooperation Agency (SIDA), United States Aid for International Development (USAID), the World Bank, and the European Union (EU).
It had been successfully implemented for three (3) consecutive Program Partnership Agreements (PPAs).
