Community Development Guidelines now officially out

Guidelines for Community Development, Vegetable Production and Marketing, Tilapia Fish Production, Processing, and Marketing and on Road Rehabilitation are now officially out.

These guidelines are outputs of the pilot implementation of Community Development in Conflict Affected Areas in Mindanao (CD-CAAM) Project implemented by Bangsamoro Development Agency (BDA) with support from Japan International Cooperation Agency (JICA) and in partnership with ICNet Limited.

It draws lessons on community development through the implementation of pilot projects and compiling them into a set of Community Development Guidelines.

Accordingly, the guidelines will serve as an operation manual to be utilized by the BDA and Local Government Units (LGUs) for efficient implementation and management of community development projects. It will also be utilized for capacity development of the BDA and LGUs concerned.

The guideline contents includes key characteristics of the CD-CAAM Model of development following its six (6) pillars namely 1) balance between development needs and potential, 2) inclusiveness, 3) a comprehensive management process, 4) a strong partnership with local government units (LGUs), 5) mobilization and networking with local resources, and 6) farmer-to-farmer extension of technology is the CD-CAAM model of community development that aims to promote peaceful and productive communities in the Bangsamoro.

Also in the guidelines are the roles and responsibilities of stakeholders; implementation principles; implementation process; operational guidance; and lesson learned gained throughout the implementation of CD-CAAM, specifically, three types of pilot projects within two municipalities namely Sultan Mastura in Maguindanao and Matungao in Lanao del Norte.
