Through the initiative and generous support of the Australian Agency for International Development (AusAID), the In-Country Scholarship Program (ICSP) provides postgraduate scholarship grants to targeted professionals, groups and organisations operating in conflict affected areas in Mindanao.

The program is managed by the Philippines-Australia Human Resource and Organisational Development Facility (PAHRODF) . BDA helps in identifying and endorsing qualified candidates for the program.
