An evolution of leadership

Muktar Lidasan is a former leader of the Barangay Community Volunteers (BCVs) in Barangay Masulot, Sultan sa Barongis Maguindanao. The BCVs, organized during the implementation of the MTF program, are considered as the focal points in implementing subprojects in the barangay. In 2012, Lidasan was elected as a barangay councillor.

Lidasan is one of the BCVs trained by the Bangsamoro Development Agency (BDA) through the Mindanao Trust Fund- Reconstruction and Development Program (MTF-RDP). Strengthening the BCVs’ leadership and organizing skills is one of the objectives of the Program. Through the community-driven development (CDD) approach, community members are given opportunities to participate and take the lead in managing and maximizing the resources available in their locality.

Lidasan said that the skills he acquired from the different training conducted by BDA served as a vehicle towards his increased involvement in community affairs and local politics. Because he became more aware of his community’s needs, he became more engaged and empowered to lead.

“The learning and skills acquired from the trainings conducted by the BDA really helped me. Through those activities, I learned things that I was able to use and apply for me to make my work better as a leader,” the local leader said.

He also shared that the experiences he had with his community as a BCV have helped to build trust and respect. In several instances, he has acted as a mediator between the barangay and the people whenever there are concerns on community matters, especially related to subproject implementation.

Lidasan said that it was his BCV colleagues and the people from their barangay who encouraged him to run for public office.

Now that he is part of the local government unit of the barangay, he remains committed to the organization where he developed his leadership skills.

“Sila po ang naghalal sa akin kaya naman mananatili pa rin akong leader para sa kanila.”(They elected me that’s why I am still a leader for them), he said.

For Lidasan, serving the community is beyond the call of duty. It is already a commitment. Even before BDA came to their barangay, he wasactive in various local organizations.

Lidasan is hopeful that through his position, he can serve his constituents better. Brgy. Masulot is a recipient of farm machinery from the MTF Program. Like the other barangays, the assistance provided to them has significantly improved the farming conditions of the people.
